Looks like rick-rack when usin the same colour for both rows.
Creates a stunning border if contrasting colours are used.
Instructions
Stitch a row of cable beginning with an down cable.
With a new thread, stitch the first three cables of the alternating row a needled breadth below the previous row. Start with an up cable.
As you do the third cable, angle the needle down through the pleat to above the first row of cable.
Bring your needle out at the corresponding point above the first row of cable as it would have been had you sewn the third pleat in the normal manner below the first row of cable.
Stitch the next three pleats in normal cable, beginning with an down cable, angling the needle back down through the pleat with the sixth cable.
Continue working the row alternating three cables below the first row and then three cables above.
General Tips
Use your needle to align uneven stitches by pushing them into shape.
Always keep your needle parallel to the gathering row and perpendicular to the pleats.
Give a gentle tug upward as you finish the stitch.
Avoid ending off and joining on in the center of the row, as this usually shows as an uneven stitch. (Use a long piece of thread).
Untwist your thread by holding the fabric up and letting the needle hang down freely.
Try to keep the depth (bite) of your stitches the same.
